Migrate control of Juno liquidity in Prop 61

Summary:

Migrate control of the 1 million Juno in Proposal 61 “Sunset Liquidity Incentives for JunoSwap” (https://www.mintscan.io/juno/proposals/61) to the newly formed liquidity subdao within the operations department.

Rationale:

Part of this agreement when the proposal passed was that the “funds would stay in the multisig until new direction from the community and waiting for other DEX protocols to deploy”. With the recent development of the Juno Charter and the newly formed multisig group formed within the operations department. Migrating control of these assets to the liquidity subdao under the operations department would put control back in the hands of the community
