Migrate Control For Wynd Juno

Summary:

Proposal 277 requested the allocation of 1 million JUNO in liquidity to the wyJUNO/JUNO pool on the Wynd DEX. Part of this agreement when the proposal passed was that the Juno community would remain in full control of the allocated POL assets. With the recent development of the Juno Charter and the inactivity of the Wynd team and platform, I propose that we migrate control of the liquidity from the wyJUNO/JUNO pool to a subdao under the operations department.

Rationale:

Part of this agreement when the proposal passed was that the Juno community would remain in full control of the allocated POL assets. Migrating control of these assets to a subdao under the operations department would put the control back in the hands of the community.
