Shift focus from feature upgrades to finishing dApps and dev onboarding

Throughout the past few years the focus has been concentrated on adding many features to the chain. However without dapps to use these features, it's a wasteful effort. I would like to see this focus shifted to developer onboarding and supporting dApps that are nearly finished. I've previously pushed that we should have a tutorial dApp for new developers to build along with while learning to build in the Juno ecosystem, but this was not seen as a priority. Basically instead of adding new features that can easily be copy/pasted by other chains, we need to shift the focus into finishing the current dApps, some of which are 90 percent complete, to give our community something they can interact with.

I propose we halt feature upgrades (not security upgrades) for now and shift to finishing dApps and focusing on developer onboarding and documentation. In a following proposal I will ask if the community wishes to focus on finishing a specific dapp.
